These incidents can involve anything from an operations vehicle straying onto the runway to an aircraft taxiing onto an active runway without permission.

Despite significant advancements in aviation technology, airport infrastructure, and air traffic control, runway incursions have been on the rise. According to the Civil Aviation Authority (CAA) and other regulatory bodies, runway incursions have increased by nearly 10% over the last decade.

Recent High-Profile Runway Incursions

Several high-profile incidents have brought the issue of runway incursions into the spotlight. One notable example occurred in January 2023 at John F. Kennedy International Airport (JFK) in New York. A near-miss between a Delta Airlines flight and an American Airlines plane occurred on Runway 4 Left, when an American Airlines plane was instructed to line up and wait, but the plane was mistakenly cleared for takeoff. At the same time, a Delta flight was taxiing towards the runway, and both aircraft ended up dangerously close to each other. Fortunately, the air traffic controller noticed the error in time and issued an immediate warning to the Delta crew, preventing a collision.

Another incident took place in August 2022 at Los Angeles International Airport (LAX). In this case, a United Airlines flight was preparing for takeoff from Runway 25 Left when a construction vehicle entered the same runway. The vehicle was not supposed to be in that area, and the construction crew did not receive proper clearance. Fortunately, the pilot of the United flight noticed the vehicle just in time and aborted the takeoff. 

Additionally, in 2021, a serious runway incursion took place at Chicago O’Hare International Airport, where a Southwest Airlines aircraft entered an active runway as a United Airlines flight was attempting to land. The Southwest aircraft had crossed a holding point —an area that clearly indicates where aircraft must wait until take-off clearance is delivered—due to confusion between the crew and air traffic control. The United Airlines flight, which was already on approach for landing, had to go around to avoid a collision. Fortunately, the incident ended without an accident, but it demonstrated how even slight miscommunications can put both passengers and crew in danger.

 

Causes in Depth: Why Are These Incidents Increasing?

While it’s easy to pinpoint the rise in traffic or human error, there are deeper underlying causes that require attention. One factor is the design and layout of airports. Airports that were originally built decades ago are now struggling to keep up with the modern demands of aviation. The constant expansion of aircraft fleets and growing passenger numbers mean that older infrastructure can no longer support the volume of operations it was originally designed for.

Additionally, the systems used to manage the ground operations of aircraft may not always be as advanced as the flight systems. As airliners become more advanced with technologies like autopilot and collision avoidance, ground-based systems (which control traffic between the runways, taxiways, and terminals) haven’t evolved at the same pace.

The good news is that solutions are emerging to tackle this pressing issue. From improved technology to better training programmes, a multi-faceted approach is necessary to reduce the frequency of runway incursions.

  • Enhanced Technology & Automation
    One of the most promising solutions lies in technology. Many airports are beginning to implement automated ground systems that help monitor and manage aircraft movements. Technologies like Automatic Dependent Surveillance-Broadcast (ADS-B) and Surface Movement Radar (SMR) can give air traffic controllers real-time information about the positions of all aircraft on the ground. These technologies can help identify potential conflicts before they become dangerous.
  • Improved Communication Systems
    Strengthening communication protocols between pilots, ground crews, and air traffic controllers is essential. Using digital voice communication systems and improving runway signage and markings can help avoid miscommunication
  • Pilot and Ground Crew Training
    Increased training and simulation exercises are key to addressing the human error factor. Pilots, air traffic controllers, and ground crew must regularly undergo rigorous training on managing complex airfield operations, handling emergencies, and dealing with congested environments. By improving situational awareness, these workers can better respond to evolving threats and avoid costly mistakes.
  • Smarter Airport Layouts and Expansion
    Redesigning and expanding airport layouts to accommodate higher traffic volumes is another potential solution. Adding more taxiways, adjusting runway intersections, and simplifying navigation routes can reduce congestion and improve safety. Additionally, improvements to airport signage and clearer directional markings can help reduce confusion and keep everyone on the same page.
